Discussion and possible action to enter into a Memorandum of Understanding between Astudillo Elite Truck Driver Training, Limited Liability Company and Webb County Community Action Agency (WCCAA) to include Community Services Block Grant (CSBG) for funds of Commercial Driver's License (CDL) Truck Driving classes. This project is funded through the Texas Department of Housing and Community Affairs (TDHCA) Community Services Block Grant (CSBG), two (2) year term, commencing on January 1, 2022 through December 31, 2023 and authorizing the Webb County Judge to sign any relevant documents. [Requested by James Flores, Director of Community Action Agency & Economic Development Department; Account #2368-5170-521-457008-010 (Contractual Skills Training)]

Issue: Texas Department of Housing and Community Affairs requires, the agency must assist qualify Webb County residents to transition out of poverty program (T.O.P.).

Solution: Webb County Community Action Agency would enter a Memorandum of Understanding and fund the Truck Driver Training Classes with Astudillo Elite Truck Driver Training, Limited Liability Company.

Result: By providing the training to qualifying Webb County residents, it would increase the resident's probability of transitioning out of poverty.
