Discussion and possible action to approve the Head Start/Early Head Start/Child Care Partnership Addenda for Personnel Policies and Procedures, Program Governance and Management Procedures, and Roles and Responsibilities of the Governing Body and Procedures describing how the Webb Count Commissioners Court and the Policy Council will implement Shared Decision making. Approval of the Addenda includes, but is not limited to: Procedures for Electing Policy Council Members, Reimbursement and Participation in Policy Council activities; Standard of Conduct for Governing Body, Staff, Contractors, and Volunteers; Personnel Policies and decisions regarding employment of all program staff; Criteria for Employment and Dismissal of all Program Staff; Recruitment, Selection, and Enrollment Priorities; Budget Planning Process / Cost Allocation Plan; Selection of Independent Financial Auditors; Procedures for Reviewing Applications for Funding and Amendments; Selection of Service Areas/Delegate Agency Selection; Self-Assessment Process, to include follow-up activities.

The Policy Council approved the Addenda on October 28, 2021.
