Discussion and possible action to approve, and apply AETNA Wellness Funds received and approved by the court on April 12, 2021, to pay a supplement to 2 Risk Management Employees who manage and run the Wellness/Clinical Operations Program.  Currently, no Webb County job description requires a Risk Management Employee to run the Program and current Wellness duties are outside the job function description of their duties. [Account #6100-1090-001-410030 (Incentive Pay)]

Issue: A Webb County Medical and Wellness Clinic was approved by the Court as a Pilot Project for the benefit of all Employees and their dependents enrolled in the AETNA Health Plan.  The main focus of the clinic is to provide accessible basic health care for all enrolled employees and their dependents.  The clinic has seen unprecedented growth with the addition of services and most recently the addition of a dietitian.  Over 300 patients have been treated and received treatment. The use of Risk Management staff merge and integrate multiple functions as the specialized knowledge of our health insurance package of benefits is integrated and merged into the application of a Preventive Wellness Protocol so as to enhance employee engagement in addressing health issues such as diabetes, hypertension, and hyperlipidemias. The clinic and the use of Risk Management Staff assist in the cost savings plan of the County as no claims against our insurance plan are filed and the programs/ services are provided at no cost to the employees as directed by the court. A respectful request is made to the court to continue using Risk Management Staff to further develop the infrastructure at the clinic by providing the expertise to educate our employees in their health concerns, insurance benefits, and allows health screening protocols to be enacted with integration of existing programs at no cost to the county  Risk Management respectfully requests the Court’s continued support and approval to continue to direct the development of the health protocols and programs as additional growth is expected.

Solution: Approve the supplemental pay to Slot #000873 in the amount of $20,800.00 and serve the duality of job function as Administrative Coordinator/Wellness Manager/Clinical Operations for the Employee Medical and Wellness Clinic.  The position will administratively run the medical clinic, laboratory, dietary services, and all staff scheduling of services being provided. Approve the supplemental pay to Slot #001381 in the amount of $5,000.00 and serve the duality of job function as Benefits Coordinator/Wellness Clinic Medical Assistant. Approval of supplemental pay to both positions will have no impact on the general fund as these funds were allocated by AETNA, our health insurance carrier, and accepted by the court for the specific intended purpose of managing the Wellness/Clinical Operations Program on April 12, 2021.  The Court also authorized the County Auditor to establish a ledger account to monitor and certify all funds allocated.  The County Auditor has certified the availability of these funds as previously received and approved by the court for this purpose.

Result:The approval of the supplemental pay will allow Risk Management Staff to continue to manage, direct, sustain, and support an integrated Wellness/Clinical Operations Program which will directly benefit all County Employees by providing employees access to a clinic, prescription medication, and dietary services at no cost to them.  The focus is to use existing resources with no impact on the general fund as all funds are through the AETNA Wellness Program with the support of the Court.
