Discussion and possible action to approve a construction contract with High West Construction (HIWESCO) for the building relocation project for the Laredo and Lobo Tower Sites in an amount not to exceed $198,775.00 and to approve by order an exemption under the Texas Local Government Code; Section 262.024 (Discretionary Exemptions)(a)(7) sole source by using AEP approved vendors and to authorize the transfer of funds from the General Operating Reserve Account (001-1130-001-431007-010) to the Sheriff’s Administration – Capital Outlay Account (1001-3010-001-470000) for the awarded amount and to further authorize the Civil Legal Department to execute a construction contract for the awarded amount and any other matters incident thereto. Issue: Under the current System Purchase Agreement between Webb County and Motorola, these tower and site improvements are the responsibility of Webb County.

Solution: Use AEP approved vendors, AEP shelters are being transferred over to Webb County. Three (3) price proposals were secured from AEP approved vendors. Recommendation to award to the 2nd lowest bidder. Low bidder has retracted their bid due to scheduling conflicts.

Result: Proceed with awarded vendor to initiate the removal, transportation and installation of two (2) AEP shelters for tower sites at both Laredo and Lobo locations pursuant to Systems Purchase Agreement approved by Commissioners Court on October 26, 2020.

Background:

The Sheriff's Office needs a new Communication System to perform its constitutional duties to serve and protect the constituents of Webb County, other Webb County law enforcement agencies will also benefit from these communication improvements.

A Systems Purchase Agreement was approved between Webb County and Motorola on 10/26/2020. Out of the five (5) tower sites (TS), two locations required shelters to house Webb County equipment tied to each TS. Both AEP Lobo and AEP Calton TS locations are included in the scope of work, AEP is donating the shelters but require Webb County to cover the cost of removal, transportation and installation to include all other construction costs involved. Only AEP approved vendors were permitted to submit price proposals. Three (3) price proposals ranging from $216,000.00 to $173,142.50 were secured.

The Purchasing Agent recommends approval of 2nd lowest bidder due to low bidder retracting their bid awarded. Plans and specifications were prepared by AEP engineers.

Previous Court Action:

Approval of construction contract with low bidder C-A Native Contractors, Inc. on 12/20/21.
