Discussion and possible action to authorize the Purchasing Agent to solicit formal Request for Qualifications (RFQ) for American Rescue Plan Act (ARPA) funded projects for Consulting and Project Management Services pursuant to the Texas Government Code; Chapter 2254 (Professional and Consulting Services) and any other matters incident thereto. [Account #1001-1130-001-432001 (General Fund-General Operating Exp - Administration-Professional Services)]

Issue: As part of the American Rescue Plan Act of 2021, Webb County was awarded approximately $53 million in federal funds to address the local needs generated by the COVID 19 pandemic. Webb County recognizes the need for Consulting Services that are needed to provide expertise in the management of ARPA funds not limited to planning, assessment, and compliance in the expenditure of Federal funds related to this Act.

Solution: Authorize the Purchasing Agent to solicit formal RFQ to secure proposals from Consulting firms.

Result: Selection of a Consulting firm based on its demonstrated competence, knowledge, and qualifications.
