Discussion and possible action to award RFP 2022-003 "Self-Help Center Home Construction Program - TCDP #7220013 501(c)(3) Non-Profit Corporation" to Habitat for Humanity of Laredo, Inc., contingent upon the receipt of the final Executed Contract Amendment #1 for the Self-Help Center Program Contract #7220013 and authorize the County Judge to sign all relevant documents and any other matters incident thereto.

Issue: Webb County solicited Request for Proposals (RFP 2022-003) 3/2/22 - 3/23/22 for a 501(c)(3) Non-Profit Corporation to construct new homes in Partnership with the Self-Help Center Program. A Budget Amendment is being finalized and routed for signatures by the Texas Department of Housing and Community Affairs (TDHCA) that will fund this activity. TDHCA Board voted to approve the Amendment on July 6, 2022.

Solution: Award RFP 2022-003 to Habitat for Humanity Contingent upon the receipt of the final executed Amendment from TDHCA.

Result: A minimum of two (2) new homes will be built for eligible colonia families by Habitat for Humanity of Laredo in partnership with Webb County Self-Help Center.

Background:

Habitat for Humanity of Laredo, Inc., has successfully completed three (3) previously awarded New Construction contracts in partnership with the Self-Help Center Program. This partnership has produced twelve (12) high quality, energy efficient new homes for colonia residents.

Previous Court Action:

The Webb County Commissioner's Court authorized the Purchasing Agent to solicit Request for Proposals (RFP's) at the meeting held on 2/14/2022, Item # 7g.
