Discussion and possible action to adjust pay rates for Webb County Adult Drug Court (TI081059) and Veterans Treatment Program (TI081929) Key Personnel effective August 2, 2022, as indicated on the Notice of Award, and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. Salary for Key Personnel is 100% funded by the grant and does not require any match, therefore it will not impact the general fund. All required documents were sent for review through the Economic Development Department, and solicitations to the applications is compliant with the Webb County Single Point of Contact (SPOC) procedures. [Requested by Margarita Garza, Drug Court Program Director]

Issue: Changes in the Director position of the Veterans Treatment Program (TI081929) were approved by SAMHSA effective August 2, 2022 with the Change in Key Personnel pay rate and a decrease in level of effort 20%. SAMHSA also approved a change in pay rate and decrease in level of effort to 80% for the Director position also a Key Personnel under Grant No. TI081059 effective August 2, 2022.

Solution: Changes in Pay rate and level of effort for both grant program require Commissioners Court Approval.

Result: Approval of Change in Key Personnel will allow both programs to fully operate without interruption of services.

Background:

The Substance Abuse and Mental Health Administration reviewed and approved Changes to the Key Personnel (Director) for both the Webb County Adult Drug Court and the Veterans Treatment Program effective August 2, 2022 and Notice of Awards were re-issued.
