Discussion with possible action to enter into a Memorandum of Understanding with the Tax Increment Reinvestment Zone #1 Board of Directors, the City of Laredo and Webb County to proceed with design and construction of a cultural monument to be located on Webb County property located at 801 Zaragoza St., Laredo, Texas; and authorizing the civil legal division to negotiate and finalize said agreement; and any other matters incident thereto. The monument will be a fixed masonry structure with lighting, which will serve as complementary replica of the existing monument located across the street at the Villa Antigua - Border Heritage Museum.
