Discussion and possible action to enter into a three year (October 11, 2022 through October 10, 2025) substation Agreement with HEB, on behalf of the Webb County Tax Assessor-Collector, in order to allow HEB to act as an agent of the Tax Assessor-Collector in the issuance of motor vehicle renewal registration license validation stickers at certain HEB location in Laredo, Webb County, Texas, and authorizing the Webb County Judge and the Webb County Tax Assessor-Collector to sign and execute all relevant documents. [There will be no impact to the General Fund]

Issue: The State of Texas motor vehicle department requires the Tax Assessor Collector to have agreements in place with all subcontractors, such as HEB, for the issuance of state motor vehicle registration license validation tags. HEB will charge an addition a $1.00-dollar processing fee for each issued motor vehicle registration tag.

Solution: Allows the public to renew their motor vehicle registration tags at various HEB locations throughout Laredo without having to go to the Webb County Tax Assessor-Collector office for such service.

Result: To better able to serve Webb County residents seeking to renew their motor vehicle license registration tags.

Background:

Discussion and possible action to enter into a substation contract (5), on behalf of the Webb County Tax Assessor with HEB, to authorize HEB to act as an agent of the Tax Assessor-Collector in the issuance of motor vehicle renewal registration license validation stickers, authorizing the County Judge and the Webb County Tax Assessor-Collector to sign all relevant documents. There will be no impact to the General Fund.

Issue: The state motor department requires that we have a contract with all subcontractor and all franchise motor vehicle dealers.

Solution: Commissioners court authorization to renew contract.

Result: To be in compliance with the Texas Department of Motor Vehicle requirements.
