Discussion and possible action to accept the rankings and award Request for Qualifications RFQ 2022-016 “Emergency Operation Center Architectural Services” to the highest-ranking respondent Eikon Consulting Group, LLC., in accordance with the Texas Government Code – Professional Services Procurement Act and to further authorize General Counsel to negotiate the terms and conditions of the professional service agreement to include federal contract provisions as per CFR §200.327 (Appendix II) and any other matters incident thereto. [Account #2703-5205-001-474501 (American Rescue Plan Act of 2021-American Rescue Plan-Administration-Construction In Progress-Emergency Operation Center)]

Issue: Four (4) Statement of Qualifications were submitted for this formal invitation to provide Webb County with Architectural Services for the future Emergency Operation Center that will be located at the new Webb County Sheriff’s Administrative Office located at 1002 Farragut Street, 2nd Floor.     
 
Solution: Accept the rankings and award to the highest ranking respondent.  This project is being funded with Federal funds through the American Rescue Plan Act of 2021.
 
Result: Proceed with the Notice of Award and negotiations of the professional service agreement.
Background:
With the creation of Webb County’s very own EOC we ensure that the most vulnerable populations within our community and region are safeguarded against man-made and natural disasters. This project entails the renovation of the 2nd floor of the former HEB Building in Downtown Laredo for the purpose of constructing an Emergency Operations Center. The Emergency Operations Center will consist of an Emergency Command Center, Conference/Training Room and two offices for Emergency Management Administration. The necessary IT, Audio/Visual equipment and office furnishings will be purchased and installed as well.
