Discussion and possible action to authorize the Purchasing Agent to advertise formal solicitations for the listed approved American Rescue Plan Act (ARPA) projects identified on the Webb County’s Annual Recovery Plan Report 2022 to include additional projects approved through formal action by Commissioners Court for inclusion of ARPA supported funds contingent upon project background information and scope of services finalized and any other matters incident thereto. Issue: The Purchasing Agent is seeking pre-approval to advertise for formal solicitation on all pending ARPA projects contingent upon securing background and scope of services information on each project listed above.

Solution: Work with Brighton Group, LLC who was recently contracted to provide Project Management Services for ARPA related projects. Brighton Group’s agreement was fully executed and filed with the County Clerk on September 12, 2022.

Result: ARPA related projects will continue to move forward in the initial phases of procurement with the assistance of Brighton Group to secure background and scope of services information for solicitation purposes and to ensure compliance with the State of Texas Procurement laws and the Code of Federal Regulations §200.318 - §200.327 (General Procurement Standards).
