Discussion and possible action to approve an amendment to the Master License Services Agreement between Webb County and Ion Wave Technologies, Inc. (IONWAVE) by extending agreement for an additional five (5) year period effective October 1, 2022, through September 30, 2027, for a total amount not to exceed $93,750.00 in accordance with the Texas Local Government Code; Sub-Chapter F – Cooperative Purchasing Program §271.101 and §271.102 (TIPS Contract # 210101); subject to annual appropriations, and authorizing the County Judge to sign all relevant documents; and any other matters incident thereto. [Account #1001-1310-001-432001 (General Fund-Purchasing Professional Services)]

Issue: Current Master License Agreement expired 09/30/2022. The amendment will provide continuous web based services for e-procurement services to both internal and external customers. Vendors and the public in general will continue to have access to view, register and participate in public solicitations authorized by Webb County. Registered vendors will also continue to receive automatic notifications on all solicitation commodities they selected during the registration process. E-procurement software provided by IONWAVE also provides auto tabulations of electronic scoring by evaluation committee members and other beneficial procurement features to better manage the solicitation process from start to finish.

Solution: Consideration to approve the amendment to continue services provided by IONWAVE and approved through The Interlocal Purchasing System (TIPS). Budget for year one is in place under the Purchasing Departments Professional Service Account.

Result: Continue with e-procurement services powered by IONWAVE to provide the general-public and participating vendors with Webb County Procurement Online Services.
