Discussion and possible action to accept the rankings and award Request for Qualifications RFQ 2023-001 “Southern Public Health Center - Architectural Services” to the highest-ranking respondent, Redline Architecture, LLC for the design, preparation of construction documents and construction administration of a Public Health Center in Southern Webb County to provide health services to low and moderate income residents of Rio Bravo, El Cenizo, and La Presa Communities in accordance with Texas Government Code – Professional Services Procurement Act and if applicable with the Code of Federal Regulations §200.318 - §200.327 (General Procurement Standards) and to further authorize General Counsel to negotiate the terms and conditions of the professional service agreement and any other matters incident thereto. Issue: Architectural services are required to proceed with the programming of a new Public Health Facility to be located in Southern Webb County to benefit low income areas. The proposed center will be approximately 9,600 square feet and shall have but not limited to; office and exam rooms, lab areas, a conference room and a corresponding parking area.

Solution: Accept the rankings and award to the highest ranking respondent.

Result: If approved, authorize General Counsel to negotiate the terms and conditions of the professional services agreement. The center will be facilitated and operated by the Webb County Health Department, who will be responsible for providing medical and health services to the residents of the areas listed above.

Previous Court Action:

Webb County Commissioners Court on April 25, 2022, approved the acceptance of FY 2022 Community Development Block Grant Community Resiliency Program and on October 11, 2022, Commissioners Court further authorized the Purchasing Agent to solicit for architectural services.
