Discussion and possible action to award Request for Qualifications RFQ 2023-008 “Self Help Center Model Home Plans – TCDP# 7220013 to the sole respondent, SLAY Architecture, LLC to develop new model home plans consisting of two (2) floor plan options that will meet or exceed current TDHCA housing standards, including energy efficiency requirements, to be made available to the residents of the Administrator’s Colonia Self Help Center’s target areas in accordance with Texas Government Code – Professional Services Procurement Act and if applicable with the Code of Federal Regulations §200.318 - §200.327 (General Procurement Standards) and to further authorize General Counsel to negotiate the terms and conditions of the professional service agreement and any other matters incident thereto. Issue: Architectural services are required to develop new model home plans consisting of two (2) floor plan options that will meet or exceed current TDHCA housing standards, including energy efficiency requirements, to be made available to the residents of the Administrator’s Colonia Self Help Center’s target areas.

Solution: Accept the proposal provided by the sole respondent.

Result: If approved, authorize General Counsel to negotiate the terms and conditions of the professional services agreement.

Background:

The targeted areas include Colonia’s of Bruni, TX, San Carlos I, San Carlos II, Ranchitos on 359 East and Pueblo Nuevo located on State Highway 359 approximately five (5) miles outside the City of Laredo. The purpose of the assistance is to provide a decent, safe, and sanitary housing environment for residents by reconstruction of standard, single family, owner-occupied dwelling units by providing turnkey model home design plans to eligible residents free of charge; In turn, improving the quality of life for Colonia residents living in the targeted areas.
