Discussion and possible action to enter into a Interlocal Cooperation Contract between Texas Department of Agriculture (TDA), Zapata County, and Webb County for the Colonia Fund: Planning & Needs Assessment (CFP) program. The term of the contract commences on the date of the last party executes the contract and ends on August 31, 2023. There is no financial impact on the general fund. [Requested by Tano E. Tijerina, Webb County Judge]

Issue: Approve an interlocal agreement for the 2022 TxCBDG Colonia Fund: Planning & Needs Assessment.

Solution: The program will provide U.S. Department of Housing and Urban Development (HUD) funds through the Texas Community Development Block Grant (TxCDBG) program to identify the specific needs of Colonia communities in Texas.

Result: Under the CFP grant, Webb County is entitled to receive planning and needs assessment services for Colonia communities location within its geographical boundaries. Services will be provided by third-party service provider with which County will contract for services.
