Discussion and possible action to authorize the Purchasing Agent to advertise for Request for Qualifications for Architectural Services for the preparation of design, construction cost estimates, construction documents (CD) for public bidding process and construction phase administrative services throughout the duration of the project until close out for the Community Action Agency – Meals on Wheels Facility and any other matters incident thereto. [Account #2703-5205-001-432001-214 (ARPA Funds)]

Issue: Currently, the building used for the Meals on Wheels Program does not allow for expansion of services, and we cannot meet the rise in demand for this service. This new facility would allow for the program expansion and provide efficient services to better serve the elderly residents in Webb County.

Solution: Authorize the Purchasing Agent to secure Statement of Qualifications from interested firms and return with a recommendation on highest ranking firm based solely on qualifications as per Government Code; §2254 (Professional Service Act).

Result: A successful respondent will be awarded these professional services to start design and compete CD for future bidding to construct / renovate facility selected by Webb County Commissioners Court.
