Presentation by Dub Taylor with Texas Pace Authority with discussion and possible action to approve the Resolution of Intent to establish the Webb County Property Assessed Clean Energy (PACE) Program, in accordance with the requirements of the Property Assessed Clean Energy Act as set forth in Texas Local Government Code Chapter 399; and any other matters incident thereto.
 
Issue: Limited funding opportunities for property owners who want to make property upgrades while remaining budget neutral. Developers want to take advantage of a low-cost, long-term replacement to expensive equity partner financing. Service or capital provider who want to offer more services to customers with low risk. Local government interested in creating jobs and improving the environment but have limited resources.
 
Solution: Property Assessed Clean Energy (TX-PACE) is a proven financial tool that incentivizes Texas’ property owners to upgrade facility infrastructure with little or no capital outlay. Approved by State legislation and established by local governments, TX-PACE programs enable owners to lower their operating costs and use the savings to pay for eligible water conservation, energy efficiency, resiliency, and distributed generation projects. Owners gain access to private, affordable, long-term (typically 10-20 years) financing that is not available through traditional funding avenues.

Result: 92 PACE Programs Established in Texas, 80 Projects Completed, $ 448,582,427 Dollars Invested, 5,702 Jobs Created, 44,563 CO2 Reduced (tonnes/yr), 77,485,416 Energy Saved(kWh/yr), 79,929 Natural Gas Saved (mmBTU/yr), 118,483,293 Water Saved (Gal/yr).
