Request to Remove Fededral Interest - 5 Modular Buildings 2023

Discussion and possible action to submit to the Administration for Children and Families Office of Head Start a request for release of Federal Interest in five modular units that are classified as equipment. These modular units are known to this program as Jesus Garcia I, II, and III and Magic Corner I and II.  If approved for disposition by the Webb County Commissioners Court and the Office of Head Start, the program will follow the Webb County Purchasing Rules and Regulations for property disposal/auction for three modular units (Jesus Garcia I, II, and II) and donationa (no value to be received) of two modular units (Magic Corner I and II) to a local, non-profit agency named Volunteers Serving the Need (VSTN). 

Issue: As of August 2011, the Webb County Head Start Program has been gradually integrating classrooms with the two local independent school districts (ISD).  Currently, the program has twenty-three (23) classrooms integrated with Laredo ISD and twenty-four (24) classrooms integrated with United ISD.  With each new integration, the use of dated modular buildings that are placed on rented proberty is being phased out. 

Solution: Approve the submission of a Request to Remove Federal Interest in Five Modular Units to the Administration for Children and Families Office of Head Start.

Result: The Head Start program will benefit from a cost saving (space rental) and continue to increase the number of integrated classrooms with the local ISDs for augmented services to enrolled students and families.
Background:
The request to remove the five modular buildings from inventory is not finalized until it is approved by the Office of Head Start. 


 
Previous Court Action:
This item was approved by the Webb County Commissioners Court on November 9, 2020. However, on December 22, 2020, this program was informed by the Office of Head Start that, based on the then appraised estimates of the modular units, an amount of $24,042 would have to be repaid to the Adminstration for Children and Families to remove the Federal Interest. Currenlty, all five modular units have a lower appraised Fair Market Value than that of the 2020 values, and it is the hope of this program that the request to remove Federal Interest in the five modular units without cost will be approved.
