Issue: Commissioners Court authorized the Purchasing Agent to seek out qualification statements from qualified law firms to provide a variety of legal services on an as-needed basis. This solicitation requested legal services for expertise in the preparation of public contracts, agreements, and related services. Two (2) firms submitted by deadline and were evaluated as per weighted criteria published.

Solution: Consideration to accept the rankings and award to the highest ranking firm as presented by the Purchasing Agent and in accordance with the Texas Professional Services Act.

Result: If approved, authorize the Civil Legal Department to negotiate the terms, conditions and fees of the professional service agreement and return to Commissioners Court for approval to execute the agreement.

On November 27, 2023 item #24, commissioners court authorized the purchasing agent to solicit RFQ’s for professional services from an independent attorney or law firm to prepare contracts, agreements or any other assigned transactional documents between individuals or businesses and Webb County.
