Discussion and possible action to accept the rankings and award to the highest-ranking offeror, for Competitive Sealed Proposal (CSP) 2024-002 “Webb County Fairgrounds Parking Lot Improvements – Phase II”, pursuant to the Texas Government Code; §2269.155 (Selection of Offeror), and to further authorize General Counsel to finalize the construction contract with the selected offeror and final bid amount presented by the Purchasing Agent and; authorizing the County Judge to execute the construction contract any other matters incident thereto. [Bond Series 2019A - 3900-7230-001-474503-002 - Fairground Site Improvements Parking Lot Improv. Phase 2] Issue: The Webb County Fairgrounds is currently undergoing the initial preparations to mobilize, scarify, excavate and grade approximately 1,750 CY of an eastern portion of the parking lot to include other proposed improvements under Phase I scope of work and is scheduled for completion the week of January 29 – February 2, 2024. Formal bids were advertised for Phase II on January the 13th and were received, publicly opened, and read aloud names of offerors and any monetary proposals made on Friday, January 26, 2024 at 4:30 p.m. (CT). Solution: Consideration to approve a construction contract with highest ranking Offeror as presented by the Webb County Purchasing Agent. Due to upcoming scheduled events it was required to call for a Special meeting in order to meet the projected timeline of completion for Phase II scope of work earmarked for February 23, 2024. Result: If approved, construction contract will be prepared and finalized as per Court action and selected contractor will be provided the Notice to Proceed once all required bonding and insurance documentation is provided to the Civil Legal Department.
