Discussion and possible action to accept the rankings and award Request for Qualifications (RFQ) 2024-008 "Real Estate Legal Services for Webb County" to the highest ranking respondent, Nossoman LLP, for the provision of legal services on an "as needed basis" for a three (3) year service term pursuant to the Texas Government Code; Professional Services Procurement Act and to further authorize General Counsel to negotiate the terms, conditions, and related fees of the professional service agreement and any other matters incident thereto. Issue: The Webb County Commissioners Court is seeking consultation and representation on the following areas but not limited to real estate review and closings, right-of-way easements / acquisitions, title and boundary disputes, eminent domain, ad valorem taxation and other related legal services dealing with real property that may impact Webb County within its jurisdiction as a political subdivision of the State of Texas. Five (5) law firms submitted statement of qualifications by deadline.

Solution: Consideration to award to the highest ranking firm, Nossaman, LLP., and accept the rankings.

Result: If approved, General Counsel will proceed with the preparation of a professional services agreement for commissioners' court approval prior to execution.
