Discussion and possible action to accept the rankings and award Request for Qualifications (RFQ) 2024-010 "Webb County Roadway Speed Study" for Civil Engineering services to the highest ranking firm, AC Group LLC, to inlcude both the City of Oilton and Los Altos Colonia Area of Hwy. 59 pursuant to the Texas Government Code; Chapter 2254 (Professional Services Procurement Act) and to further authorize General Counsel to negotiate the terms, conditions and related fees of the professional service agreement and any other matters incident thereto. Issue: Oilton City residents have voiced concerns regarding automobiles speeding in the area on all sides of the park along the following county roads: Mackin Avenue, Welhausen Road, Jim Neal Avenue and Torrecillas Road. On February 12, 2024, commissioners court authorized the purchasing agent to secure Statement of Qualifications (SOQ) from interested firms for Civil Engineering Services for a speed study to address these concerns.

Solution: Consideration to accept the rankings presented by the purchasing agent and award to the highest ranking firm in accordance with published criteria based solely on qualifications. Two firms submitted SOQ.

Result: If approved, authorize General Counsel to proceed with negotiations to finalize the term, conditions and related fees of the professional service agreement for Commissioners Court approval.

On February 12, 2024, item no. 11a, commissioners court authorized the purchasing agent to solicit request for qualifications for Civil Engineering services to do a roadway speed study for the installation of speed humps in the City of Oilton, Texas & Los Altos.
