Discussion and possible action to authorize the purchase of five (5) turnkey single sided 2” AquaFlow II RFID card based systems to include enclosure, water components, delivery and installation from AquaFlow Int’l, Inc. for an amount not to exceed $299,999.00 with optional extended maintenance and warranty coverages effective year three (3) for $4,250.00 per year ($850.00 per unit) and to further grant an exemption by order as per the Local Government Code; §262.024 (7a.) items for which competition is precluded because of the existence of patents, copyrights, secret processes, or monopolies and any other matters incident thereto. Issue: Currently, Webb County has five locations where citizens can purchase bulk water purchases. The existing systems are outdated and only accept coins, causing inefficiencies in the process completing each transaction and requiring the Road and Bridge department to make multiple trips per week to pickup collections, process daily cash reports and deposits.

Solution: Purchasing a RFID card-based system, Citizens will be able to use pre-paid cards and can reload cards at main office. No bills or coins will be required.

Result: Webb County residents will have access to a more efficient and effective truck filling water station at all five (5) sites.
