Preliminary Plat Approval - The Springs At Talise (ID# 13384)

Discussion and possible action to grant Preliminary Plat Approval to Phase I, The Springs at Talise Plat being a 413.7411 acre tract out of a tract of land conveyed to Simeon Escondido, LLC out of Survey 1712, Abstract 506 and Survey 1711, Abstract 524, as described in Vol. 5269, Pgs. 809-822, and grant a waiver from Section IX.2 of the Subdivision Regulations which state that the maximum length of a cul-de-sac street is 1,000 ft. Skipping Stone Street has a total length of 2,116.78 ft, more or less. Planning staff recommends preliminary approval.
Background:
The item is a regulatory compliance matter with development provisions of State and local laws/regulations. The purpose of this plat is to grant preliminary approval for the construction of roads and waterlines of Phase I in compliance with the provisions of Local Government Code, Chapter 232, Subchapter B and Webb County’s Model Subdivision Regulations.
 
All pending improvements will be constructed in compliance with all rules and regulations.  Please refer to the letter of approval and acceptance by the Webb County Engineering Department. 
 
All public water distribution improvements will be completed by the developer.
 
Sewer services will be provided by an On-Site Sewage Facility (OSSF) on each individual lot. The developer will secure a financial guarantee to ensure compliance prior to Final Plat Approval.
 
All public right of way (ROW) and infrastructure improvements will be built, owned and maintained by the Legacy Municipal Management District (LMMD)
 
The Webb County Subdivision Regulations Section IX.2 states that the maximum length of a cul-de-sac street is 1,000 ft. Skipping Stone Street has a total length of 2,116.78 ft, more or less.
There are 11 proposed one-dwelling unit residential lots in Skipping Stone Way within The Springs at Talise Phase I, which will not create high-volume traffic. The road also provides for proper movement of emergency vehicles (50’ ROW).
