Discussion and possible action to authorize the Economic Development Department to assist the Webb County Emergency Management Coordinator in the development and submission of a Local Emergency Planning Committee (LEPC) Grant application to the Texas Commission on Environmental Quality (TCEQ) for an amount not to exceed $150,000 that will include equipment necessary for response to hazardous materials incidents and authorizing the County Judge to act as the County's Executive Officer and Authorized Representative in all matters pertaining to the County's participation in the Local Emergency Planning Committee Grant Program including the appointment of members to the Webb County Local Emergency Planning Committee to represent both public and private sector agencies that are involved in Hazardous Materials incident response in Webb County. There is no required cash or in-kind match. This grant will not impact the general fund. [Requested by Laura Govea, ADA/Emergency Management Coordinator]

Issue: Hazardous Materials related incidents pose a risk to Webb County given the large amounts of chemicals that are transported through the county via railroad and freight, in addition to the oil and natural gas industry.

Solution: Purchase personal protective equipment and other specialized resources that can be staged at the Webb County Fire Department for the use by trained personnel from the county volunteer department or all other trained first responder agency personnel from the private sector and municipalities within Webb County and adjacent counties that may provide mutual aid during a major hazardous materials related incident.

Result: Provide adequate equipment for the response of hazardous materials-related incidents in Webb County and the collaboration between local first responder agencies and private entities.
