Issue: The afore-listed accounts (Minor Tools & Apparatus) require a transfer of funds to cover estimated future expenditures that are forecasted to occur for the remainder of the fiscal year and to avoid deficits to the account.

Solution: Utilize the savings from Materials and Supply to cover future expenses avoid deficits in other account.

Result: The requested line item transfer of funds will cover the estimated future expenditures.
