CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.
The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda.

Discussion and possible action to authorize the 406th Judicial District Court Veterans Treatment Program to submit a continuation grant application for the "Veterans Treatment Court Grant" offered by the Texas Veterans Commission which will continue to enhance the services currently being provided by the Veterans Treatment Program. There are no matching funds required.
Issue: The Texas Veterans Commission has been authorized to issue grants, from funds appropriated under the Fund for Veterans' Assistance, in support of Veterans Treatment Courts in order to address the needs of veteran participants and their families. This grant will provide necessary resources to assist with the drug testing and other regional services.
Solution: The 406th Veterans Treatment Program's fiscal responsibility and obligation to submit a Request for Application to the Texas Veterans Commission Fund for Veterans' Assistance 2017-2018 Veterans Treatment Court Grant.

Discussion and possible action to authorize the expansion of the 406th Veterans Treatment Court Program by teaming up with other South Texas counties and establishing a Regional Veterans Treatment Court Program pursuant to the Texas Government Code Section 124.004 to provide a greater population of South Texas veterans, including veterans in the counties of Duval, Jim Hogg, Jim Wells, Maverick, Starr, Webb, and Zapata, with the necessary services to address their ongoing battles with issues involving alcohol and substance abuse, post-traumatic stress disorder (PTSD), and addiction. There will be no impact to the General Fund.
Issue: The South Texas Regional Veterans Treatment Court Program will work on addressing some of the common mental health issues that our veterans are enduring and will utilize its joint resources to ensure that all of the treatment sources available to our veterans are provided.
Solution: For the County of Webb to join forces with the counties of Duval, Jim Hogg, Jim Wells, Maverick, Starr, and Zapata to establish a South Texas Regional Veterans Treatment Court Program to bring more awareness regarding issues affecting our veterans, including alcohol and substance abuse, post-traumatic stress disorder (PTSD), and addiction.
Result: The South Texas veterans, including veterans of Duval, Jim Hogg, Jim Wells, Maverick, Starr, Webb, and Zapata counties will receive much needed assistance to be able to address and treat symptoms associated with alcohol and substance abuse, post-traumatic stress disorder (PTSD), and addiction. Issue: The State of Texas recognizes that border communities face urgent security challenges caused by increased activity from transnational organized criminal syndicates and their allies. These socio-economic pressures place increased demand on law enforcement services and intensify the need for augmented public safety resources within Webb County and Precinct 3.
Solution: Grant will allow deputies with in Webb Constable Pct. 3 to work overtime (OT) to help suppress, deter, and reduce criminal activity in Webb County Precinct 3.

Issue: Juvenile delinquency is a nationwide problem that negatively affects not only the delinquent youth and their families but also adversely impacts schools, neighborhoods, and the local community at large. In addition, youth at-risk for juvenile delinquency who enter into the juvenile justice system tend to face limited future career, educational, and other socio-economic prospects, especially in the South Texas area.
Solution: Grant award to continue to staff a juvenile delinquency diversion case manager in order to provide prevention, diversion, and intervention strategies through the court of the Justice of the Peace, Precinct 4 in Laredo/Webb County area.

Discussion and possible action to accept a grant award from the Bureau of Justice Assistance (BJA) for Fiscal Year (FY) 2016 State Criminal Alien Assistance Program (SCAAP) in the amount of $113,890 for reimbursement of costs already incurred for the incarceration of undocumented criminal aliens at the Webb County jail; and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. This grant is a reimbursement of expenses already incurred at the Webb County jail, does not require any cash match, and, thus, will have no impact to the general fund.
Issue: Although immigration matters, including illegal immigration, are constitutionally established as existing under the legal jurisdiction and regulation of the federal government, state prisons and local detention facilities, such as the Webb County jail, incur significant costs incarcerating undocumented foreign aliens who commit crimes in the United States. This includes but is not limited to supervision, housing, feeding, clothing, any medical and transportation expenses, and other associated detention costs.
Solution: Grant award for reimbursement of a small percentage of the incurred correctional officer salary costs associated with detaining undocumented criminal aliens who had at least one felony or two misdemeanor convictions for violations of state or local law and who were incarcerated at the Webb County jail for at least four (4) consecutive days during the reporting period of July 1, 2014 to June 30, 2015.
Result: Webb County will be reimbursed by the federal government a limited percentage of the amount of its already incurred costs of detained foreign criminals incarcerated at the Webb County jail. Click to View |

Issue: Since 2006, Webb County has participated as the Inter-Governmental Transfer (IGT) entity for Laredo Medical Center and Doctors Hospital of Laredo. The IGT submitted allows our local hospitals to receive matching funds from the federal government that is used to offset the uncompensated care that both hospitals provide.
Solution: The Commissioners Court may approve (quarterly, bi-annually, or yearly) contribution amounts that Webb County will submit on behalf of both hospitals.
Result: The authorization of IGT will allow local hospitals to access matching federal funds for FY 2016-2017 to offset uncompensated care costs as well as receive incentive payments from the State of Texas for successful completion of 1115 Waiver project milestones and metrics. Click to View |

Issue: In conformance with the Commissioners Court action of September 26, 2016 (Item 53), staff has prepared recommendations for the Court’s consideration for the development of a proposed county ordinance under the authority of §364.012, Health and Safety Code to identify areas of the county that may be suitable for municipal or industrial solid waste disposal. While the adoption of such an ordinance will not affect existing permitted sites or sites in which an application is currently pending before the TCEQ, such an ordinance can guide the placement of future disposal sites.
To finalize the draft of the proposed ordinance and required publications, staff needs direction from the Court regarding the acceptance, rejection, modification, deletion or addition of controlling factors that will establish the basis of the proposed ordinance and authorization to proceed with publications and the setting of the public hearing.
Solution: Evaluate recommendations to approve, reject, modify, delete or add criteria to prepare a proposed county ordinance to identify areas of the county which may be suitable for municipal or industrial solid waste disposal and grant/deny authorization to proceed with required publications and the setting of a public hearing necessary for the Court’s adoption of an ordinance under §364.012, Health and Safety Code.
Result: If implemented by the Commissioners Court, an ordinance established under the authority of §364.012, Health and Safety Code could enhance local measures for the protection of environmentally and socio-politically sensitive areas that could be adversely impacted by the effects of future municipal or industrial solid waste disposal sites. Issue: The fire alarm panel installed at the Casa Blanca Golf Course is proprietary equipment owned by Simplex Grinnell. Simplex Grinnell is the only vendor that can monitor that particular panel. Webb County currently has a contract for alarm monitoring services with the Best Alarm Company. In order to contract the awarded vendor, the County will have to allocate funds to install a conventional panel.
Solution: Enter into an agreement with Simplex Grinnell to avoid the costly expense of installing a new fire alarm panel.

Mainly online purchase such as domain addressees for MIS use, reservation of airline tickets, hotel or other uses that may require a credit card prior to making purchase.
Solution: Authorize Purchasing Agent to secure one credit card through the County's financial institution; International Bank of Commerce. Similar to the credit cards currently issued to the Sheriff's Office for transportation of inmates.

The current system is over 15 years old and replacing existing system with a more energy efficient system will save the County money by reducing electricity and maintenance expenditures.

Solution: Grant award to provide enhance interoperable communications for the Webb County Sheriff’s Office Dispatch Communications Center and the many law enforcement agencies and other first responders they serve and assist.

Discussion and possible action to authorize the submission of a grant application to the Office for Victims of Crime, U.S. Department of Justice in the amount estimated at $5,000 for community awareness project activities to take place during the 2017 National Crime Victims’ Rights Week; and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. This grant does not require any type of match; and, thus will have no impact to the general fund.
Issue: The rights of crime victims are enshrined in the federal code (Section 3771 of Title 18 of the U.S. Code, Crimes and Criminal Procedure), the Texas Constitution (Article I Section 30), and the Texas Code of Criminal Procedure (Chapter 56). However, many victims of crime are unaware of their mandated rights as well as the services that are specifically available to them to facilitate needed restitution, recovery, privacy, dignity, and justice.
Solution: Grant application to highlight the rights of and services for crime victims in the Laredo/Webb County area during the 2017 National Crime Victims’ Right Week.

Discussion and possible action to authorize the modification of the job descriptions for the following slots:
Issue: As articulated by members of the Webb County Commissioners’ Court and other Webb County officials at the court meeting held on September 26, 2016, certain modifications are needed to the job descriptions developed by the Condrey and Associates, Inc. Specifically, it was articulated at the meeting that many applicants for maintenance positions were highly skilled and experienced, but did not meet certain criteria set by the job descriptions written by Condrey and Associates, Inc. and, thus, were not eligible for employment for these low-paying positions. This made it difficult to fill these positions and/or retain personnel in these low-paying positions.
Solution: Approve the modification of these afore-mentioned job descriptions so that a larger pool of skilled and experienced personnel may be eligible to apply for these types of positions.
Result: A modified job description with more suitable employment screening criteria for these types of jobs will allow for more qualified applicants to be considered for employment at the Webb County Sheriff’s Office. Click to View |
