Discussion and possible action to award a contract to Superior Water Management of Texas LLC in the amount not to exceed $5,000 to complete final calculations of a proposed water rate increase and provide presentations for public hearings for the 2017 Webb County Utilities Tariff Amendments that include rate adjustments of minimum and unit based fees for water and wastewater services. Background:

Preliminary recommendations as to the required rate adjustment have been provided to staff as to what is needed to provide for Operation, Maintenance, and Capital Funding. It was determined that at point of completion of final capital improvement project to meet all Texas Commission on Environmental Quality (TCEQ) standard, a rate adjustment proposal would be presented for approval.

Superior Management is the firm initially providing assistance at no cost through referral from TCEQ and the Public Utility Commission. We are recommending we proceed with this firm to complete the rate adjustment package including presentation at public hearings.

Previous Court Action:

On October 24, 2016 Commissioners Court approved the Capital Outlay Plan for Utilities Water and Wastewater including the cost for a consultant to finalize rate adjustments.
