Discussion and possible action to award RFQ 2016-002 "Master Plan for Webb County Property (Known as) Laredo International Fair and Exposition Property" to Naismith Engineering, Inc. and to authorize County staff to negotiate the terms and conditions of contract. [Account #007-0101-7474-01 (LIFE Down Repairs)]

Issue: Webb County solicited formal request for qualifications from interested firms to prepare a master plan of improvements to LIFE property to include but not limited to upgrade of existing facilities, new facilities, identify options for best use of the property and to make recommendations on other site locations that may be in the best interest for Webb County and its Citizens.

Solution: Six (6) proposals were submitted by deadline. All proposals have been reviewed by County staff and Naismith Engineering, Inc. is the recommended firm for the Courts consideration.

Result: Approval to proceed with negotiations with Engineering firm and return to Court to approve final contractual terms and conditions. Move forward with Master plan for LIFE property or other recommended sites for future development of fair grounds that will service our community for current and future generations.

Background:

Webb County solicited formal request for qualifications from interested firms to prepare a master plan of improvements to LIFE property to include but not limited to upgrade of existing facilities, new facilities, identify options for best use of the property and to make recommendations on other site locations that may be in the best interest for Webb County and its Citizens. Six (6) proposals were submitted by deadline. All proposals have been reviewed by County staff and Naismith Engineering, Inc. is the recommended firm for the Courts consideration. Naismith Engineering has completed over 170 fairground projects in 50 states, seven Canadian provinces, Mexico, Scotland and Australia.

Staff is recommending approval in order to move forward with Master plan for LIFE property or other recommended site(s) for future development of fair grounds that will service our community for current and future generations.

Account Number: 007-0101-7474-01 LIFE Down Repairs Current Balance: $350,000.00 Funding source: Hotel Motel Occupancy Tax Cost of contract will be negotiated and brought back to CCT for final approval. Pricing is not part of RFQ process until after award of qualified firm.
