Discussion and possible action to approve Amendment #2 to an Advance Funding Agreement (AFA) between the Texas Department of Transportation (TxDOT) and Webb County. This agreement will fund Work Authorization No. 3, which is made pursuant to the terms and conditions of Engineering Contract No. CSJ: 0086-14-058 Loop 20 Extension Phase II. Work Authorization No. 3 will include the development of Right of Way; Utilities; offsite detention ponds and PS&E for the Loop 20 main lanes, Airport and Jacaman grade separations, and frontage roads. The total project estimate will increase by $4,641,030.00, as approved by the Texas Department of Transportation (TxDOT) in approval letter dated January 2, 2017; and authorize the County Judge to execute all relevant documents.
