Subject:
Discussion and possible action to authorize a Resolution expressly prohibiting the imposition of a mandatory governmental program on Texas counties without the appropriate funding from the Texas Legislature to enable the county to operate said programs; and any other matters incident thereto. [Requested by Legislative Affairs Committee]

Issue: The Texas Legislature mandates that counties implement certain governmental programs or perform certain duties and obligations including financial commitments by a county to expend county funds which causes an unforeseeable disruption and reduction of the county budget and operations.
 
Solution: Request the passage of legislation in the form of an amendment to the Constitution of the State of Texas that would expressly prohibit the imposition of a mandatory governmental program on Texas counties unless funds are allocated to enable Texas counties to operate said governmental program.
 
Result: Eliminate unfunded mandates from the legislature for Texas counties.
