Discussion and possible action to authorize the interim Risk Manager, Alexandra Colessides Solis, to enter into negotiations to retain the services of Wilkins, Finston, Friedman, LLP to assist with the review, revisions, and finalization of the employee health benefits contract between Webb County and Aetna, and authorizing the Webb County Judge to sign any relevant documents thereto. This item is exempt from competitive bidding requirements under §262.024(4), Texas Local Government Code (Professional Services Contract) [Requested by Alexandra Colessides, Risk Management Director] Issue: On January 30, 2017, Webb County Commissioners Court formally authorized the Interim Director of Risk Management to seek qualified legal counsel to assist in the review and finalization of the contract between Webb County and Aetna. Wilkins, Finston, And Friedman, LLP is a Texas law firm that has expertise in the field of employee benefits law. Solution: The engagement of this firm’s services will assist in ensuring that the contract includes all necessary language to protect the interests of the County and provide that the County receives the maximum amount of discounts and rebates and that the employees receive all health benefits consistent with the bid proposal made by Aetna. Result: Webb County will have an employee benefits contract that has been reviewed by outside counsel that is highly informed in the area of employee benefits law and contracting.
