Discussion and possible action to award RFQ 2017-001 "Mirando City Water Storage Standpipe Tank Design Project" to Porras Nance Engineering, authorize County Staff to negotiate fees associated with the overall design phase, preparation of specifications and bid construction documents, and authorizing the County Judge to sign all relevant documents; and any other matters incident thereto. [Funding Source: TCDP Contract No. 7216115 grant from the Texas Department of Agriculture under the Texas Community Development Block Grant Program]

Issue: Mirando Rural Water Supply Corporation is under a TCEQ corrective order to improve their water system's storage capacity or face stiff fines.

Solution: Webb County has secured a formal solicitation from a qualified Engineering firm for this project in order to improve Mirando's City water system storage capacity.

Result: The approval of this award for engineering services will assist the residents of Mirando City Texas by improving their water system and will meet Texas Commission on Environmental Quality requirements.

Background:

Scope of Work:
The scope of work will encompass all project-related engineering services for the project, including but not limited to the following: design, surveys, analysis and including the necessary interconnections to existing systems, regulatory agency approvals, and preparation of bid and contract documents, conducting a pre-bid conference, pre-construction conference and on-call construction engineering support. All services provided and preparation of construction documents must be in compliance with Texas Commission on Environmental Quality (TCEQ) regulations.

Project Location:
Mirando City Colonia, Webb County: Southwest of the intersection of Dr. JW Edgar Street and FM 649.

Porras Engineering was the sole proposer. Porras Engineering specializes in elevated water storage tanks, standpipes and ground storage tanks, booster stations, water mains, hydraulic modeling, and water infrastructure projects of any size. Company was founded in 1981 and is based locally. Over 25 years of experience in engineering and surveying expertise in design and preparation of plans, specs, and estimates for all types of projects.

Staff recommends approval.
