Acceptance of two satellite phones for emergency communications

Discussion and possible action to accept Two (2) satellite phones from the Seven Flags Healthcare Preparedness Coalition with a value of $1,175 each to be assigned to the Webb County Emergency Management Department and the Webb County Fire Department for use during emergencies for back-up communication. Airtime plans include monthly or annual subscriptions on a prepaid or emergency call basis.

Issue: Back-up communication during emergency events is critical for adequate coordination during multi-agency events. 
 
Solution: The Seven Flags Healthcare Preparedness Coalition has purchased and assigned multiple satellite phones to support emergency communications in our region. The satellite phones were purchased using federal grant funds that were awarded to Trauma Service Area T which covers Jim Hogg, Zapata, and Webb County. Funds are administered by the City of Laredo Health Department.
 
Result: The satellite phones have been assigned one each for the Webb County Emergency Management Department and Webb County Fire Department by the coalition. Ability to communicate when primary emergency communications are not available between emergency response agencies from multiple jurisdictions.
