Discussion and possible action to authorize Webb County and the Webb County Community Action Agency/Self-Help Center to enter into Three (3) Agreements with Laredo Community College for skills training classes and Instructional Agreements with Laredo Community College to provide for skills training instructional classes to Colonia residents at a cost not to exceed $30,000 to benefit Webb County colonia residents. These skills training instructional classes shall consist of Basic Household Repairs, Financial Planning and Literacy and Computer Technology Skills training for colonia residents as required in the current grant contract, and authorizing the Webb County Judge to execute any and all relevant documents and any other matters incident thereto. These three (3) Agreements shall run concurrent with the current Self-Help Center Grant Contract # 7216013 (September 1, 2016 - September 1, 2020). This Agreement is subject to annual budgetary appropriation by Webb County and shall be paid from grant funds. This activity will have zero impact on the County's General Fund. [Accounts #443058-045 (Financial Planning & Literacy), #443058-025 (Computer Technology) and #443058-030 (Household Repairs Construction)]

Issue: The Community Action Agency Self-Help Center (SHC) must carry out skills training classes as required under the current SHC grant contract.

Solution: Enter into Agreement(s) to carry out the required skills training instructional classes with a qualified entity.

Result: Comply with grant requirements.

Background:

The Self-Help Center was awarded a new grant in the amount of $1,000,000 to run from September 1, 2016 - September 1, 2020. Skills training classes are required under this contract and these Agreements with Laredo Community College will meet this requirement.
*These contract agreements have been reviewed and approved by the County Attorney's Office.
