Discussion and possible action to award RFP 2017-002 "Webb County Agricultural Grazing and Hunting lease" to the highest ranking proposer, Rafter D. Cattle, Co. and authorizing the County Judge to sign all relevant documents; and any other matters incident thereto.

Issue: Current lease expires June 22, 2017.  Two proposers responded to RFP 2017-002  "Webb County Agricultural Grazing and Hunting Lease".

Solution:  Scoring Committee scored in accordance with criteria published on RFP.  

Result:  Scoring Committee is recommending award to the highest ranking proposer.  Rafter D. Cattle, Co.
Background:
Current lease for Texas School land properties will expire June 22, 2017.  Seeking approval from Commissioner Court to award RFP 2017-002 to Rafter D. Cattle, Co. (Highest Ranking Proposer) in accordance with Texas Local Government Code; Sections 263.003 & 263.007.

Property descriptions:
El Panjamo Pasture containing approximately 4,364.53 acres of land granted to Webb County, Texas as School lands by the State of Texas being Survey No. 1383 in said County, and located approximately 36 miles Northeast of Laredo, Texas.

El Llano Pasture containing approximately 4,465.04 acres of land granted to Webb County, Texas as School lands by the State of Texas being Survey No. 1384 in said County, and located approximately 38 miles Northeast of Laredo, Texas.

Operation by successful proposer on subject properties shall be limited to grazing and hunting activities only.
Previous Court Action:
On April 24, 2017, Commissioners Court authorized the Purchasing Agent to solicit Request for Proposals for a Agricultural Grazing and Hunting lease for the Penjamo and Llano Pastures; Texas School Lands, Survey Nos. 1383 & 1384, containing approximately 8,829.57 acres in accordance with the Texas Local Government Code; Section 263.003 (School Lands) and Section 263.007 (Sale or Lease of Real Property Through Sealed Bid Procedure).
