Amendment to the Webb County CAA By-Laws

Subject:
Discussion and possible action to approve an amendment to the Webb County Community Action Agency By-Laws , Article 5- Advisory Board Membership (Page 3) from Seventeen (17) Members to Eighteen (18) Members; the Community Services Block Grant (CSBG) Act requires the board membership total must be divisible by 3; 1/3 Members must be appointed by elected local officials (6), a minimum of 1/3 representatives that are low-income residents must be elected by residents from designated Webb County service areas (8) and then any remaining Members must be appointed by the Governing Board from private sector (4).

Issue: These proposed changes are being recommended by the Texas Department of Housing and Community Affairs (TDHCA) for compliance with Organizational Standards 5.1 (Board Structure).

Solution: CAA will amend the By-Laws to comply with the Organizational Standards 5.1 (Board Structure).

Result: CAA will be compliant with the Organizational Standards 5.1 ( Board Structure). Once approved by the Governing Board (Commissioner's Court ) a signed copy of the By-Laws will be given to each board member.

Previous Court Action:
On October 13, 2015 the Commissioner's Court approve By-Laws change and recommendations from the Webb County Community Action Agency Advisory Board endorsed and approved by them during the September 23, 2015 board meeting. Proposed change applies to Article  V Section 1 Category "A".
