Issue: Two Worker Compensation accounts have a deficit balance.

Solution: Create a budget line item transfer to cover the deficit and the estimated expenditures for the remainder of the fiscal year.

Result: The Worker Compensation line items will have sufficient funds to cover the estimated expenditures for the remainder of the fiscal year.
