Discussion and possible action to award a contract to TraC-N-Trol, Inc. in the amount of $40,000 to provide an engineering assessment of our Supervisory Control and Data Acquisition (SCADA) system to include review and analysis, radio propagation study, data cataloging, and operational manuals for our control system, and authorizing the County Judge to sign all relevant documents; and any other matters incident thereto. Texas Local Government Code under 262.024 Discretionary Exemptions Section (a) (4) a personal or professional service. Issue: Currently the Water Treatment Plant has maintained compliance with TCEQ requirements by minimum repair and manual operation of the plants process units; however, our plan as well as the third party Engineering recommendations has encompassed the assessment, improvements, and upgrades needed for future and more consistent operation of the water plant. This project is the first step in implementing this process.

Solution: Upon completion of this assessment we can have a better understanding of the improvements needed and what level of investment will be recommended.

Result: Consistent control and documentation leading to consistent compliance with water quality regulation.

Background:

A large reason for the plants inability to meet compliance with regulatory requirements was the inability of our control and data system to continue its operation. We repaired many points of failure of hardware and software during the last three years to meet the regulatory compliance. However, today as we have met all the TCEQ violations we need to address a possible upgrade to ur controls and data system to assure our compliance tomorrow and well into the future. These are investments in our plants that should have been taking place regularly since the plants inception, but now must be completed.
