Discussion and possible action to reject all bids submitted for ITB 2017-005 "Self Help Center TCDP #7216013 - Home Reconstruction Project" and authorize the Purchasing Agent to rebid project.

Issue: Low bid for 2 of the project homes (Recon 01 & Recon 03) exceeded the allowable project grant budget of $50,000.00 per home. Low bid for 1 of the project homes (Recon 02) was below budget but Contractor pulled their bid due to miscalculations on contractors part, the next lowest bidder exceeded project budget.

Solution: Authorize the Purchasing Agent to rebid project. Bid package will include alternates and/or deduct alternates to provide alternative bid options for contractors.

Result: Secure bid proposals that meet the project budget and all other terms and conditions required.

Background:

Three formal bids were secured for this project. Only one contractor submitted a bid below budget but withdrew their bid due to miscalculations on contractors part and advised the Purchasing Agent that they would not be able to honor prices. All other low bids and other bids submitted exceeded project allowable budget of $50,000.00 per home.

Engineering will assist Self Help and the Purchasing Agent in including alternates and/or deduct alternates to provide additional bid options to stay within grant budget range.

The following Contractors submitted bids:

1. Bronze Builders
2. Romo Contractors, LLC.
3. ABBA Construction, LLC.

County Staff is recommending to reject ALL bids and resolicit.
