Discussion and possible action to enter into a contract agreement with Michael A. Smith d/b/a Intentional Leadership Consultants for the development of a Community Needs Assessment as required under the Texas Healthcare Transformation and Quality Improvement Program/1115 Waiver for the submission of an updated Regional Healthcare Partnership (RHP) plan for Region 20 at a total cost of up to Twenty Thousand Dollars ($20,000.00) in accordance with Local Government Code Section 262.024 (Discretionary Exemptions) (4) Professional Services, and authorizing the Webb County Judge to sign all relevant documents; and any other matters incident thereto. Funds for the Community Needs Assessment will come from the RHP20 Anchor Fund and will have no impact to the General Fund. [Account #2002-5100-001-432001 (Professional Services)]

Issue: The 1115 Waiver renewal request was approved by the Centers for Medicare and Medicaid Services (CMS) to extend the DSRIP program for four (4) years through September 30, 2021. An updated Regional Plan needs to be submitted by each anchor entity and include an updated Community Needs Assessments.

Solution: An updated Community Needs Assessment (CNA) must be developed. Intentional Leadership Consultants has prior experience in preparing Community Needs Assessments in other areas as well as preparing applications for grant funding from different government entities.

Result: By contracting with Intentional Leadership Consultants for the development of a Community Needs Assessment, Webb County, as anchors fro RHP20, will be able to submit an updated regional plan as required by CMS.

Background:

Webb County has served as the anchor for Region 20 since 2011.
