Discussion and possible action to authorize the Purchasing Agent to advertise for bids for rifle resistant body armor for eligible peace officers working at the Webb County Sheriff's Office; the Offices of the Constable, Pct. 1-4; the District Attorney’s Office; and the Webb County Attorney’s Office in accordance with the Texas Local Government Code, Sub-Chapter C. (Competitive Bidding in General). [Requested by Sheriff Martin Cuellar Jr., Account #2745-3010-001-460105]

Issue: On 1/22/2018, Commissioners Court approved and accepted a grant award in the amount of $184,973 for the purchase of rifle resistant body armor for the Webb County Sheriff's Office; the Offices of the Constable Pct. 1-4; the District Attorney’s Office; and the Webb County Attorney’s Office.

Solution: Authorize the Purchasing Agent to solicit for bids in accordance with State procurement laws.

Results: Secure formal bids and present lowest and responsible bidder to Commissioners Court for final approval.
Background:

In response to the July 7th, 2016 shooting of police officers in Dallas, Texas, both the Texas governor and the Texas legislature recognize the need to increase the safety of law enforcement officers and prevent loss of life in active shooter situations.  Grant funding was secured by the Sheriff's Office to provide specilized bullet proof vests for law enforcement officers of Webb County.

On 1/22/2018, Commissioners Court approved the acceptance of a Rifle-Resistant Body Armor grant from the Criminal Justice Division (CJD) in an amount of $184,973 for the purchase of rifle-resistant hard body armor for the eligible peace officers who are employed by Webb County.
