Discussion and possible action to award a Professional Service Contract in an amount not to exceed $36,000.00 to Porras Nance Engineering for engineering and surveying services to develop construction plans for replacement of existing pressure reducing valves on the El Cenizo 8" and 12" supply mains that no longer function, and authorizing the County Judge to sign and execute all relevant documents; and other matters incident thereto; Texas Local Government Code under 262.024 Discretionary Exemptions section (a) (4) a persona or professional service. Issue: Initial construction of transmission mains and operation of El Cenizo's distribution system has provided very little control and effective operation of the distribution lines as well as non-compliance in use of the existing elevated storage tank. Attempts by our operation have been attempted in recalibrating and replacing existing pressure reducing valves; however, its cost and effectiveness is not warranted.

Solution: Construction of a Motor Operated Valve in feedback with level at the Rio Bravo Elevated Storage Tank and El Cenizo Elevated Storage Tank will provide for the continuous control of service to this community, and provide for compliance with TCEQ requirements.

Result: More efficient water distribution, reducing levels of dead end locations which in turn will lead to improved water quality.
Background:
The western Pressure Reducing Valve (PRV) will be replaced with a throttling Motor Operated Valve (MOV) and flow meter capable of interfacing with the system's System Control and Data Acquisition (SCADA) telemetry system. This will allow the El Cenizo Elevated Storage Tank (EST)to be properly filled, cycled and returned to service. The eastern PRV will be replaced in a new, accessible vault and will serve as a necessary, redundant supply source. These improvements must be constructed in phases to maintain continuous service to the El Cenizo system. Phased traffic control and barricade plans will be included for traffic safety during construction along this County road.
