Discussion and possible action to enter into negotiations and enter into a renewal agreement with United States Federal Government Department of U.S. Marshalls (“USMS”) for the detention of USMA inmates/detainees at the, Webb County Jail; pursuant to the Texas Local Government Code §272.005, these contracts known as I.G.S.A. are set to establish the reimbursement for the detention of USMS prisoners on a tiered per diem basis; and any other matters incident thereto, and authorizing the County Judge to sign any relevant documents thereto. [Requested by Webb County Sheriff Martin Cuellar]

Issue: The previous I.G.S.A. Contract with the Federal Department of U.S. Marshalls is set to expire February 28, 2018 and without renewing the agreement, the County will not receive reimbursement for USMS detainees/prisoners. A renewal contract will be needed in relation to the any other I.G.S.A contract already in effect. In addition, the reimbursement for detaining USMS inmates/detainees will aid the public by detaining individuals who have committed offenses while creating a flow of revenues for the county.

Solution: Renew the agreement with the USMS that will set a reimbursement amount for the detention of federal detainees/prisoners.

Result: The renewed IGSA agreement will allow Webb County reimbursement for the detention of USMS federal prisoners/detainees that are being held at the Webb County Jail. The public will be served by and through this agreement by protecting the community from individuals who have been detained for committing offenses and the federal government will bear the burden of paying for the detention of the individual.
