Discussion and possible action to grant an exception to Rule 9.03(a) of the Webb County Policy and allow the accrual of 8 hours of sick leave and 8 hours of annual leave to three grant funded employees of the 406th Veterans Treatment Program who lost their January accruals due to an adjustment in department hours for safety reasons, and any other matters incident thereto.

Issue: On January 16, 2018, Judge Hale gave a directive to adjust the hours for the department due to the inclement weather forecasted for the Laredo area for January 17, 2018. Employees were instructed that in the event a County closure was declared, they would not be deducted the hours, but if not, they were to use leave. Due to unforeseen circumstances in their personal lives, the affected employees did not have any sick leave or annual leave accruals and, therefore, inadvertently (took) more than 4 hours of unpaid leave.

Solution: The Commissioners Court granting an exception to Rule 9.03(a) of the Webb County Policy in order to allow the three affected employees to accrue the 8 hours of sick leave and 8 hours of annual leave they would have accrued for the month of January 2018.

Result: The affected employees will be able to accrue the leave hours for the month of January.
