Discussion and possible action to award Request for Qualifications (RFQ) #2017-003 "Hachar Reuthinger Road Project" to Dannenbaum Engineering Corporation for preliminary engineering services under Contract Number CSJ: 0922-33-166; Hachar Reuthinger Road Project - Northern N.D. Hachar Tract Boundary to I-35 and authorize the Civil / Legal division to negotiate contractual terms and conditions and all related engineering fees pursuant to the award of the RFQ. Issue: The multiphase process to evaluate the firms who submitted a proposal for this project is complete. The top three (3) engineering firms were interviewed by the assigned evaluation team and final scores have been submitted to the Purchasing Agent. The top firm scored is Dannenbaum Engineering Corporation.

Solution: Award the engineering contract in accordance with the adopted procurement rules for projects funded by the US Department of Transportation - Federal Highway Administration and monitored by TXDOT.

Result: Authorize legal staff to negotiate contractual terms and conditions and all related engineering fees prior to securing Commissioners Court approval on contract dollar amount.

Background:

Webb County authorized the Purchasing Agent to solicit RFQ#2017-003 "Hachar Reuthinger Road Project" for preliminary engineering services under Contract Number CSJ: 0922-33-166; Hachar Reuthinger Road Project - Northern N.D. Hachar Tract Boundary to I-35. These preliminary designs will prepare the County to extend the Hachar Road through the Reuthinger portion allowing to take the roadway out of the commercial area and improve the flow of traffic and other future infrastructure growth in the area. Preliminary engineering services will be reimbursed through TXDOT up to $240,000.00 (80/20) reimbursable per application for payment.

Only four firms submitted a proposal for this project. The initial evaluation phase scored the four (4) firms based on criteria published in the RFQ by reviewing each proposal submitted. The secondary phase required interviewing only the top 3 firms in person by the evaluation team. The top firm with the highest score is now being presented to Commissioners Court for consideration to award project.

Previous Court Action:

Commissioner Court on May 22, 2017, authorized the Purchasing Agent to re-solicit for RFQ pursuant to TXDOT approval and compliance with 23 CFR 172 regulations.
