Discussion and possible action to approve a 2018 - 2019 reimbursement agreement between Webb County Sheriff's Office (“WCSO”) and the Organized Crime Drug Enforcement Task Force (OCDETF) Investigation/Strategic Initiative for the performance period of November 1, 2018 through September 30, 2019 for an amount not to exceed $18,343.75 in overtime pay for Webb County Sheriff’s Office deputies; and the estimated applicable fringe benefits in the amount of $4,881.86 for this overtime agreement will be covered by the WCSO federal forfeiture funds resulting in no impact to the general fund; and authorizing the County Judge to sign all relevant documents and any other matters incident thereto.  [Fund Account #2600 (overtime) and Fund Account #2153 (fringe) (Federal Forfeiture Funds)]
 
Issue: Collaboration between federal, state and local law enforcement agencies is necessary to pursue and dismantle organized crime organizations along the Texas border and within our community.
 
Solution: Accept federal assistance to continue local participation in OCDETF investigations, strategic initiatives, and prosecution of organized crime. Texas Government Code Sec. 771 authorizes such agreement.
 
Result: Disruption of organized crime activity along the Texas border and in Webb County; prosecution of individuals responsible for organized crime.
Background:
Collaboration between federal, state, and local law enforcement agencies is necessary to pursue and dismantle organized criminal organizations along the Texas border and within the local border communities. Accepting federal assistance to continue local law enforcement participation in OCDETF investigations, strategic initiatives, and prosecution of criminals is essential.  Webb County has historically participated in these operations and this participation has resulted in numerous seizures and shared funds for law enforcement use, which, in turn, leverages supplemental funding for local law enforcement needs.
Previous Court Action:
The last OCDETF agreement for the Sheriff’s Office was approved by the court on November 13, 2017 for the performance period of 2017-2018.
