Discussion and possible action to instruct the Webb County Engineering Department through its Land/Right-of-Way (“ROW”) Acquisition Division to secure all required ROW to establish evacuation routes as set out the Master Drainage Plan for U.S. Highway 59 Colonias by Porras Nance Engineering dated April 27, 2018; authorizing the County Judge to sign all relevant documents; and any matter incident thereto. [Sponsored by Commissioner John Galo and requested by Planning Department]

Issue: The Highway 59 Colonias are impacted by a significant Special Flood Hazard Area (“SFHA”) that impedes access to emergency services and evacuation during inclement weather and flood events.

Solution: Obtain the necessary ROW to provide evacuation routes and access for emergency personnel.

Result: The enhancement of public health and safety is achieved by providing escape routes for residents.
