Status report with discussion and possible action to approve the next phase of engineering services related to the H&H Study & Drainage Plan contract for HWY 59 Colonias by exercising options in the existing contract with Porras Nance Engineering for additional professional services in an amount not to exceed $85,000.00 to design engineering plans and specifications for Culvert #4 and associated roadway improvements as needed to enhance emergency services through the creation of the first phase of drainage improvements and the establishment of evacuation routes; the identification and allocation of funding for the additional engineering services; authorizing the County Judge to sign all relevant documents; and any matter incident thereto. Issue: The Highway 59 Colonias are impacted by a significant Special Flood Hazard Area that impedes access to emergency services and evacuation during inclement weather and flood events.  The remaining funds in Account #3180-470000-165 is inadequate to pay for the additional engineering services and thus, additional funding needs to be identified and allocated to this project.

Solution: Fund and exercise the optional provisions of the contract to provide for additional engineering services to secure the first phase of drainage improvements and evacuation routes to enhance public health and safety and emergency services and operations during inclement weather.

Result: The engineering plans and design will provide a “shovel-ready” project offering the county with an opportunity to apply for grants, state-aid and/or federal support for the completion of a project that is already designed, engineered and studied.  Alternatively, the County can undertake the project if local funds are adequate and set aside for this purpose.
Background:
The colonias along Highway 59 were developed prior to the 1998 Webb County Flood Damage Prevention Order adopted by the Webb County Commissioners Court. The residences of the area have suffered from flooding over the years and at times have resulted in emergency rescue. Webb County in 2013 sought a bond series to obtain funds for a flood study in that area and subsequently in 2015 selected an engineer to conduct the study and obtain a Letter of Map Revision (“LOMR”) from FEMA and provide proposed improvements with associated costs for site specific improvements. The LOMR for Becerra Creek LOMR (Case No. 16-06-2463P-481059 LOMR) was approved and issued by FEMA on April 12, 2017, and became effective August 24, 2017. The final Master Drainage report was completed on April 27, 2018 and filed with the Webb County Planning Department.
