Discussion and possible action to approve the ranking, as submitted by the County Scoring Committee, for RFQ 2019-002 “Architectural Services for Renovations to Medical Examiner's Office” as follows:

7. Nassri-Warren Group Architects

Authorizing the Civil/Legal Department to negotiate the terms and conditions of the contract at a fair and reasonable price with the first ranked Respondent, Cavazos Architects. [Requested by Commissioners Court]


Issue:
The Medical Examiner is in need of additional storage space for an evidence room, expansion of building to add additional walk in coolers and exterior improvements to include fencing and secured entrances to the facility. Commissioners Court authorized the Purchasing Agent to secure formal solicitations for architectural services for the preparation of site plans, drawings and specifications and project management for the expansion and modernization of the Medical Examiner’s Office, Morgue and Autopsy Area.

Solution: Approve the highest-ranking firm in accordance with the Texas Government Code; Chapter 2254 (Professional and Consulting Services – Professional Services Procurement Act). Seven (7) firms submitted proposals.

Result: Authorize County Civil Legal Department to start negotiations with the awarded firm.

 

Background:
Site location: 7210 B East Saunders, on Henry Cuellar Roadway off HWY 59.

a) Develop complete schematic design documents for Commissioner’s Court approval including drawings/plans of the site and proposed building renovations with cost estimates. Design shall include consultation with County’s representative in preparation of schematic floor plan incorporating owner requirements for requested renovations, preparing preliminary cost estimates, advising owner, preparation of final plans and specifications that conform to all applicable State and Local building codes.

b) Develop construction plans/drawings and specifications for final Commissioner’s Court approval. Prepare construction documents and specifications required for the bidding and construction process. This phase shall include a final cost estimate. In addition, coordinate pre-bid meetings with potential bidders and prepare meeting agenda for pre-construction meeting(s) with successful bidder prior to Notice to Proceed issued by Webb County.

c) Construction Administration and Monitoring - serve as Webb County’s representative and provide administration of the Contract for Construction – to include construction meetings with contractors, site visits throughout the construction phase, reviews of submittals, work schedules and payment claims, reviewing work in progress and determining project completion.

d) Provide a complete set of as-built drawings upon completion of the project.

e) Provide final sign-off on the project, assuring that the final project represents what was originally conceptualized and captured in the working drawings.
